Luxembourg’s National Competence Centre for Social Innovation is in the process of being set up by the Ministry of Labour. The basis for it will be the Social Business Incubator (SBI), also run by the Ministry of Labour.

The SBI reflects the Luxembourg government's desire to develop the social and solidarity economy (SSE) as part of Luxembourg's economic diversification policies. As well as being a single contact point, one of the SBI's main missions is to offer free tailor-made support services to aspiring and seasoned social entrepreneurs. In this context, the offer consists of coachings, mentoring sessions and trainings as well as of intensive incubation programmes and networking events, always with a focus on social entrepreneurship and social innovation. Luxembourg wants to build bridges between the traditional businesses and social entrepreneurs as well as innovators. Therefore, the aim for the future National Competence Centre for Social Innovation is to develop and offer a diverse range of activities and services in relation to social innovation and to highlight the interlinkages between social innovators, social and traditional entrepreneurs: in workshops, mentoring sessions or events etc. Dedicated Social Innovation Labs will be organized and a national award ceremony expanded to social innovators from the public and the private sector. Finally, overall communications around social innovation will be increased for awareness-raising purposes. To this end, relationships with the national press, but also collaboration with academia and other national key stakeholders of the ecosystem will be established and strengthened.

The Dutch National Competence Centre for Social Innovation is in the process of being set up by the Ministry of Social Affairs and Employment in partnership with CAOP, Social Enterprise and the University of Utrecht. In the Netherlands, several organisations and networks have been set up in recent years to promote social innovation through incubation projects, peer-to-peer learning and contacts with policy-makers. Social innovation has also been on the political agenda for a long time but only recently in the broader definition of the European Commission (see ESF+ Regulation). Social enterprise policy has traditionally played a big role, but nowadays also government social innovation has become important.
